​ the article, as even with the lengthy explanation, I'm confused as to what the FCC can and cannot do, and what Internet service providers are allowed to do including cap data, adjust speeds, and limit access.​

And this is not the end of the court battles, as appeal will likely take it to the Supreme Court.​
